Safety and Security

The Standard Response Protocol is a uniform, planned, and practiced response to any incident is the foundation of a safe school. Safe business. Safe community. The SRP is action-based, flexible, and easy to learn. It rationally organizes tactics for response to weather events, fires, accidents, intruders, and other threats to personal safety. The SRP’s development is ever evolving, created with extensive collaboration between experts such as first responders, public safety, school, districts, and communities. Its tactics are data-driven, researched and based on experience and contemporary practices.

The benefits of SRP become quickly apparent. By standardizing the vocabulary, all stakeholders can understand the response and status of the event.  For students, this provides continuity of expectations and actions throughout their educational career. For teachers, this becomes a simpler process to train and drill. For communities, it leverages the growing adoption of the protocols from residents of all ages. For first responders, the common vocabulary and protocols establish a greater predictability that persists through the duration of an incident. People easily understand the practices and can reinforce the protocol. Additionally, this protocol enables rapid response determination when an unforeseen event occurs.

The Standard Response Protocol (SRP) is based on the response to any given situation not on individual scenarios. Like the Incident Command System (ICS), SRP demands a specific vocabulary but also allows for great flexibility. The premise is simple - these five specific actions that can be performed during an incident. When communicating these, the action is labeled with a "Term of Art" and is then followed by a "Directive." Execution of the action is performed by active participants.

While CSDB is a closed campus, parents and others are welcome to visit CSDB for events. For the safety of those within the school setting, all visitors are expected to demonstrate the highest standards of courtesy and conduct. Disruptive behavior will not be tolerated. All visitors must report to the receptionist to sign in and receive a visitor pass to wear while on campus.

Raptor Visitor Tracking System

For the safety and security of our students and staff, CSDB has implemented a visitor tracking system. The purpose of this system is to ensure that adult visitors on campus are identified and do not pose a threat to any students or staff.

Upon entering the campus, visitors will be asked to present one of the following forms of identification in to enter the campus.

• Valid Driver’s License (any state) or Identification Card
• Valid Government Issued ID
• Passport State-Issued Identification
• Card Work Visa Green Card

Licenses or identification cards will be scanned and returned. Once cleared, visitors will be issued a visitor’s badge, which must be worn while on campus. Upon departure, the visitor’s badge must be returned to the receptionist.

Leadership of The Colorado School for the Deaf and the Blind, through a contract with a consultant, and in conjunction with Pike’s Peak Regional Office of Emergency Management, and local partners have developed an Emergency Action Playbook that will enhance our emergency response capability.

It is designed to promote the coordination of emergency response and recovery utilizing available resources to minimize the effects of a major emergency or disaster on life and property of CSDB students, staff, and buildings. It also incorporates the principles and processes of the National Incident Management System (NIMS) and the Incident Command System (ICS) and was developed using the guidance from many sources including the Federal Emergency Management Agency (FEMA), I Love U Guys Foundation and the State of Colorado’s School Safety Resource Center.

This Emergency Action Playbook is one part of CSDB’s system for managing emergencies and disasters that affect the campus and CSDB operations across the State. The body of this playbook is designed to be flexible and capable of meeting the needs of any emergency faced by CSDB. Where appropriate, hazard-specific, or situation-specific annexes have been included to provide targeted details about expected action to be taken by CSDB staff and students in response to an emergency.

The Security Staff participates in The Fire and Life Safety Consortium, which is led by the Colorado Springs Fire Department.

Reporting of criminal conduct: In accordance with state law, criminal events occurring on school campuses are reported to the police department, through the school.

Threat Assessment: Threat assessment begins at the school level, with principals, counselors, dean of schools all receiving training in the early warning signs of violence and specific instruction in the threat assessment process and works in collaboration with the Colorado Springs Police Department, El Paso County Sheriffs Office, local school districts and State Patrol.

Submit Safe2Tell Anonymously 

Anonymous Alerts which allows students or parents to anonymously submit any sensitive or urgent student issues quickly to school officials.

Students or parents can submit reports such as bullying, cyberbullying, depression, dating violence, drug or alcohol use, threats against the school, weapons on campus and more. All messages submitted remain completely anonymous.

The security staff is assigned to the CSDB campus to help principals enforce the student "Conduct and Discipline Code"; assist students in dealing with conflict; monitor the campus for unwanted visitors and signs of danger or criminal activity.  The security staff receive approximately 40 hours of training in crisis prevention, first aid, CPR and recognition of racial and sexual harassment.  They also receive refresher training during scheduled staff development days.
