CIMC Student Registration
The CIMC asks that as a Teacher of the Visually Impaired (TVI) you do 4 things every school year:
|Step 1||Step 2||Step 3||Step 4|
|Register your students with VIIB the day vision services start.||Exit your students with VIIB the day they withdraw from your vision program.||During the “Count 1” window, (Oct & Nov) you will be asked to confirm the registration information on every student receiving vision services in your administrative unit.||On Federal Quota Count Day (the 1st Monday in January) your AU looks at your entire AU registration and picks out those kids that are “legally blind”. You tell the CIMC to add them to this year’s Federal Quota count and provide a copy of the current eye report you have in your students’ file as verification of eligibility.|
WE DO NOT NEED AN EYE REPORT ON EVERY STUDENT. However, all Quota students need to have a current eye report or we cannot count them (receive Federal Quota Money) – even if they are legally blind.
It may be easiest to think of all students with “visual impairment including blindness” as being placed into two groups:
Group 1: IEP students Group 2: Federal Quota students
To be on an IEP, you know that students have to meet the ECEA eligibility guidelines for a primary disability of visual impairment, including blindness. That does not automatically make the student eligible for the Federal Quota program. The Quota program is for “legally blind” students meaning an acuity of 20/200 (Snellen Equivalent) or worse (so, those kids between 20/70 and 20/200 are NOT Quota eligible because they are not legally blind).
|To be eligible for an IEP:||To be eligible for the Federal Quota Program:|
|Meet ECEA eligibility guidelines||Be registered in a school district with a “written plan” (IEP, IFSP, 504 Plan, etc.) on Count Day – the first Monday in January every year|
|20/70 or worse with correction; or 20 degree or less visual field||20/200 (Snellen Equivalent) or worse with correction; or 20 degree or less visual field|
|MDB “Meets the Definition of Blindness” or FDB “Functions at the Definition of Blindness”|
